Georgia 2050 Statewide Transportation Improvement Plan (SWTP)/2021 Statewide Strategic Transportation Plan (SSTP)

 

This document combines GDOT’s strategic business case for transportation investment with the long-range, comprehensive transportation planning requirements in Federal law. This performance-based strategy will guide GDOT program and project decisions for approximately $71 billion in forecasted Federal and State revenues from current sources through 2050. The SSTP/SWTP displays how GDOT will invest in Georgia’s transportation network and advance transportation planning efforts to enact Governor Kemp’s statewide strategic goals. The collaboration with, and contributions from, many divisions of GDOT also helps to ensure alignment with the State Transportation Board’s mission and priorities for the Department. Through an emphasis on catalytic investments and innovation, GDOT will improve statewide freight and logistics, advance mobility for people in metro Atlanta, and increase access to jobs, goods and services for emerging metros and rural Georgia. This document was approved by Governor Kemp on February 11, 2021 and the State Transportation Board on February 18, 2021. This report satisfies both federal regulations and state law.


Federal regulations require states to have a multimodal long-range transportation plan that maintains at least a 20-year window into the future. The current SWTP has a “horizon year” of 2050. The SWTP assesses the current and future performance of all major transportation modes in the state and also examines the linkages between modes.

The SWTP also contains statewide economic and transportation demand forecasts for the horizon year of the plan.

The SWTP defines financially constrained and unconstrained statewide transportation programs estimate the programs’ costs, and forecasts available and potential funding. The SWTP provides GDOT with technical and programmatic guidance needed to meet the transportation demands of the state.

Current SWTP

Senate Bill 200 (SB 200), as passed during the 2009 legislative session, required the creation of an SSTP, which is to serve as the official, intermodal, comprehensive, fiscally constrained transportation plan which includes programs and other activities to support implementation of the state’s strategic transportation goals and policies.

The SSTP sets the strategic direction and makes the business case for increased transportation investment within the state. The current SSTP has a “horizon year” of 2050. The SSTP is required to be updated every two years

Current SSTP

Senate Bill 200

Senate Bill 200 requires the GDOT Director of Planning to submit two separate reports to key state elected officials on an annual basis. The reports are the following:

  • A report detailing the progress of every construction project valued at $10 million or more, including projects opened to traffic, projects actively under construction, and projects currently under design (Attachments A, B, and C).
  • A report detailing the amount of money saved due to value engineering studies each year (Attachment D).
