Phase I : Public Involvement

  • March – April 2002: Develop Public Involvement Plan
  • May 2002: CAC Meetings
  • December 2002: Public Information Meeting
  • February and March 2003: CAC Meetings
  • March 2003: Public Information Meeting
  • June 2003: CAC Meeting

Phase II: Concept Development

  • April – November 2002: Prepare Conceptual Plans with Alternative Designs
  • July 2003: Prepare Concept Report

Phase III: Traffic Studies

  • April 2002: Travel Demand Modeling and Projections
  • April – October 2002: Traffic Model Analysis
  • March – April 2003: Prepare Traffic Studies Report

Phase IV: Environmental Studies and Analyses

  • April 2002 – March 2003: Preliminary Studies and Analyses; Coordination with Resource Agencies
  • July 2003 – December 2004: Complete Environmental Studies and Prepare Draft Environmental Assessment
  • March 2005: Draft Environmental Document Public Hearing

Phase V: Preliminary Plans

  • April 2005: Preliminary Field Plan Review

Phase VI: Right of Way Approval and Acquisition

  • May 2005 – July 2005: Completion of right-of-way plans
  • July 2005: Approval of the right-of-way plans
  • August 2005: Begin the acquisition of right-of-way

Phase VII: Final Plans

  • Letting: January 2009 (Expect 29 months of construction)
